TEL AVIV, ISRAEL, 1999 FEB 7 (REUTERS) -- Hezbollah has issued a statement to the international community ins response to the reports of Israeli shelling of a refugee camp: "Israel has flagrantly violated the Grapes of Wrath agreement twice in as many days. First, an unprovoked attack on a civilian well outside the established occupation zone. Then, a bloody massacre of over a hundred refugees. Israel has done this before, and has now shown they will continue to do so, despite the outcries of even their most ardent supporters. This massacre of civilians cannot go unanswered. Israel has bathed southern Lebanon in blood; justice must be served."
